Dallas police Chief Eddie García on Thursday fired an officer who was arrested on a public intoxication charge.
Officer Frank Johnson, 40, was terminated during a disciplinary hearing because of the arrest and for engaging in adverse behavior when he was detained in Little Elm, according to an email to officers obtained by The Dallas Morning News. His attorney, Robert Rogers, said Johnson plans to appeal the discipline.
García declined to comment.

Johnson was arrested by Little Elm police while off duty on March 24 about 3 p.m. in the 2800 block of Eldorado Parkway, according to an arrest record. Little Elm police would not provide additional details about what occurred at the call, referring a reporter to file a records request.
Johnson had been on the force since November 2013 and was assigned to the Southeast Patrol Division. He had a history of sustained internal allegations, according to police records obtained by The News. Police officials typically factor in an officer’s administrative background when determining discipline.
Investigators sustained allegations that Johnson was involved in a preventable traffic accident and violated the department’s audio or video recording policy in 2015, according to the records. He was given a supervisor’s report for the accident, a step below “formal discipline” in the department’s continuum of punishment.
In 2016, he was involved in another preventable traffic accident and failed to contact a supervisor, spurring a written reprimand and a suspension, the records show.
A domestic disturbance or assault in November 2019 involved at least four civilians and prompted another suspension, according to the records. He was accused of several allegations in that incident, including conduct discrediting the department, weapons violations and escalating or participating in a disturbance.
